Indoor cigarettes are prohibited by almost all airlines. Smoking in US domestic carriers, for example, was banned on all domestic flights with a duration of two hours or less starting in 1988, with all aircraft becoming non-smoking by the end of the 1990s. Under the FAA rules, smoking cigarettes or anything that produces smoke or fire is prohibited in most commercial aircraft. As of October 2015, USDOT prohibits the use of electronic cigarettes on flights, and also those devices are transported in checked baggage.
Advocate Ralph Nader was one of the first to call for a smoking ban on airlines. United Airlines was the first to apply the non-smoking section, in 1971. However, neither the tobacco company nor the airline violated any regulations. Significantly, the Civil Aviation Council banned and then banned smoking in 1984, with chairman Dan McKinnon saying, "Philosophically, I think nonsmokers have rights, but that is a market conflict with practicality and a reality of life." After years of debate on health issues, Congressional action in 1987 led to a ban on tobacco smoke.
The US ban on aviation circulation began with domestic flights of two hours or less in April 1988, extended to domestic flights six hours or less in February 1990, and for all domestic and international flights in 2000. The 1990 ban was applied only to passengers and airplane cabin and not flight deck. Pilots were allowed to continue smoking after the 1990 ban because of concerns over potential aviation safety issues caused by the withdrawal of nicotine in chronic smokers.
Usually, passengers found smoking on non-smoking flights will at least face fines (up to $ 5,000) and at worst be arrested and detained on landing. Due to tight security measures, this often leads to disruptions such as having to land early flights to escort smokers from aircraft.
Such rules sometimes meet with insubordination; in 2010 a Qatari diplomat was arrested when he arrived at Denver International Airport to smoke in an onboard bathroom on United Airlines Flight 663 and to create a threat; when confronted by airline staff, he jokingly suggested that he try to burn his shoes. On February 3, 2013, a family of four was accused of smoking during a Sunwing Airlines flight from Halifax to the Dominican Republic. They caused the flight to make an emergency landing at Bermuda L.F. Wade. Two of the eldest of the family were arrested by the Bermuda Police and subsequently sentenced to a $ 500 fine or 10 days in jail.
Due to the smoking ban in public places and the widespread use of electronic devices, prohibited smoking signs have sometimes been redesigned to inform passengers to turn off the device for takeoff and landing. Where this happens, a no smoking sign is permanently printed on the overhead panel.
